Julie Cunningham was appointed Executive Director of the Oklahoma Water Resources Board in March 2017 and has served in leadership positions at the OWRB for over 23 years in its water quality, infrastructure financing, and water management programs. As Director, Ms. Cunningham oversees all aspects of the Oklahoma Comprehensive Water Plan, water rights administration, technical studies, hazard mitigation and water quality monitoring programs, as well as the State's multibillion-dollar water infrastructure financing programs. She currently serves as chairman of Oklahoma's Water for 2060 Produced Water Working Group, commissioner on four interstate stream commissions, chairman of the Interstate Council on Water Policy, vice president of the Association of Western State Engineers, and represents Oklahoma on the Western States Water Council.

Joe Freeman has served as Chief of the Oklahoma Water Resources Board's Financial Assistance Division since August 1993. He joined OWRB in 1990 to supervise financial analysts in technical and credit reviews and servicing water and wastewater facility loans. Freeman is the Past President of the Council of Infrastructure Financing Authorities. In 2010 he was named into the Oklahoma Rural Water Hall of Fame. In his present position, he oversees Oklahoma's Water and Wastewater Revenue Bond Loan Program, Clean Water State Revolving Fund Loan Program, the financial portion of the Drinking Water State Revolving Fund Loan Program, Emergency Grant Program, and the Rural Economic Action Plan Grant Program.
