Enid Municipal Authority Receives $10,745,000 Loan for Water System Improvements from the OWRB

OKLAHOMA CITY – The Enid Municipal Authority (Authority) received approval for a $10,745,000 Financial Assistance Program (FAP) loan on Tuesday from the Oklahoma Water Resources Board (OWRB) to improve their  water infrastructure. 

The Enid Municipal Authority, located in Garfield County, operates a water system that serves more than 20,000 active water connections. To maintain reliable service and support future growth, the Authority plans to rehabilitate portions of the aging Ames Waterline, which is nearing the end of its useful life. The proposed projects include constructing approximately three miles of new waterline to connect to the city’s new water treatment plant and slip-lining 11 miles of existing line to extend its lifespan. The work will also include replacing outdated valves and completing all necessary improvements to ensure the system continues to provide safe, dependable water service to the community. 

The estimated cost of the proposed projects is $23,435,103.00, which will be funded by a Financial Assistance Program (FAP) loan not to exceed $10,745,000.00, $4,000,000.00 in funding from the U.S. Department of Housing and Urban Development (HUD), and $10,000,000.00 through the Public-Private Partnership Program administered by the Oklahoma Finance Authorities. 

According to Lori Johnson, chief of the OWRB’s Financial Assistance Division, the Authority’s customers will save an estimated $2,699,600 compared to traditional financing. The loan shall be secured with a senior lien on the revenues of the Authority’s water, sewer, and sanitation services and a two cents sales tax.
